As the first month of the Islamic year, Muharram holds a special place in the hearts of Muslims worldwide. Known for its peace, blessings, and mercy, this sacred month is steeped in history and significance. It is during Muharram that Allah the Almighty freed Hazrat Musa (peace be upon him) and his people, Bani Israel, from the oppression of Pharaoh—a momentous event that parallels the concept of martyrdom in its profound impact.

 

The tenth day of Muharram, known as Ashura, marks one of the most tragic events in Islamic history: the martyrdom of Hussain (RA). On this day, Muslims around the world unite in mourning, reflecting on the sacrifice of Hussain (RA) and expressing their sorrow.

However, this period is not without its challenges. Muharram often sees heightened sensitivities, with the Shia-Sunni community becoming particularly vulnerable. The atmosphere can quickly become tense, with law and order situations arising that require swift action from security organizations . Minor misunderstandings or careless remarks can escalate, igniting old sectarian differences.

 

Irresponsible individuals, particularly some zakirs and clerics, may exploit these tensions, spreading divisive rhetoric and creating a one-sided narrative of historical events. This not only disrupts societal harmony but also instills a sense of insecurity among the populace.

In such a fragile environment, the role of trusted and responsible scholars becomes crucial. They work tirelessly from both sides to maintain peace, urging people to act as responsible citizens and fostering a spirit of unity. The International Research Council for Religious Affairs (IRCRA) has been at the forefront of these efforts.

 

This year, as Muharram approached, IRCRA, led by its President, launched a series of press conferences across major cities in Pakistan. Supported by esteemed scholars, these conferences aimed to promote peace and responsibility through various media channels. Scholars from Shia, Sunni, and other schools of thought came together to spread messages of love, sacrifice, and compassion, reminding everyone of the sacred nature of this month.

Due to the efforts of organizations like IRCRA, this year’s Muharram passed peacefully. Government initiatives and scholarly cooperation ensured that even in sensitive areas, mobile services were restored—a significant achievement after many years.

 

The success of these initiatives highlights the power of scholarly attention and collaboration. However, there is a pressing need for institutions to engage scholars in addressing broader social issues. IRCRA is committed to this cause, striving to highlight the social role of scholars in contemporary challenges such as climate change.

IRCRA organised press confrences of diverse faith leaders , announced a joint statement and code of conduct in the light of Pegham e Pakistan .

 
IRCRA organized exchange visits to diverse faith institution including Shia and Sunnis to promote understanding and cooperation b/w diverse faith.

Mr. Muhammad Israr Madani  International Research Council on Religious Affairs Pakistan (IRCRA) and Dr. Ayaz Khan, Chief Coordination Officer of the Khyber Pakhtunkhwa Centre of Excellence on Countering Violent Extremism (KPCVE)  signed a Memorandum of Understanding (MOU) during a signing ceremony held at Islamabad.

Aimed at fostering collaboration in countering violent extremism and promoting community resilience, this MOU signifies a significant step towards peace, tolerance, and harmony in Pakistan.

 

The aims and objective of this very significant MOU are to establish a partnership between KPCVE  and International Research Council for Religious Affairs – IRCRA  to prevent and counter violent extremism and promote community resilience.

International Research Council for Religious Affairs Condemns Atrocities in Gaza Strip and Urges Peaceful Resolution

Islamabad, 19 October 2023 — The International Research Council for Religious Affairs (IRCRA) is deeply alarmed by the ongoing atrocities and violations of human rights and international conventions in the Gaza Strip. The organization is calling for an immediate end to the suffering and a peaceful resolution to the long-standing Israel-Palestine conflict. The situation in Gaza has been a cause for grave concern, with the people of Gaza enduring immense hardship as a result of recent hostilities. The loss of innocent lives, destruction of infrastructure, and widespread human suffering is not only tragic but also a clear violation of fundamental principles of humanity and international law.

IRCRA emphasizes the pivotal role that Muslim countries can play in addressing this crisis. The Organization of Islamic Cooperation (OIC) and Muslim religious leaders have a unique responsibility and moral authority to foster an environment conducive to peaceful dialogue aimed at resolving the Israel-Palestine issue.

Mr. Israr Madani, President of IRCRA, stated, “We believe that the voices of Muslim countries and their religious leaders must be united in calling for a just and peaceful resolution to this longstanding conflict. Inside the Taliban's governance: Chief Justice Haqqani's book sheds light

In a recently published book ‘’Al-Emarat-ul-Islamiyya and Nizamha’ (The Islamic Emirate and its Systems), Mullah Abdul Hakim Haqqani, the Chief Justice of the Taliban adminstration in Afghanistan, has articulated his vision of an Islamic state. This book offers an exclusive window into Afghanistan’s political landscape and the policies embraced by the Afghan Taliban, who took control of the country in August 2021- after a gap of two decades, shedding light on their principles of governance. Notably, the book has garnered the explicit endorsement of their supreme leader, Mullah Haibatullah, making it the first piece of literature to gain insight into the Taliban’s current perspective on political affairs.

Mullah Abdul Hakim Haqqani’s academic background includes graduating from Darul Uloom Haqqania, a prominent madrassa in Khyber Pakhtunkhwa, in 1980 where he also taught. Following the withdrawal of Soviet forces from Afghanistan, he returned to Afghansitan and studied and taught at the Jihadiya seminary in Kandahar for three years at the request of Mullah Omar, the Taliban movement’s founder. When the United States launched military action in Afghanistan after the events of 9/11, he once again relocated to Pakistan’s Balochistan province and resumed teaching in Quetta for approximately 14 years. Concurrently, he held the position of ‘Amir of Sharia Courts’ within the Afghan Taliban ranks. He is credited with authoring around 27 books, with ‘The Islamic Emirate and its Systems’ being his latest work.

The central theme of the book is the assertion that the existing political system in Afghanistan is both un-Islamic and illegitimate. This argument rests on the belief that God is the ultimate authority, and, consequently, human beings should not hold supreme power as is the case in popular political systems like democracy. While the book does not delve deeply into the mechanics of democratic systems, it primarily compiles Quranic texts that emphasize the obligatory nature of obeying Allah’s orders, implying that the prevailing systems disregard these orders and are therefore considered “Taghut” (infidel or demonic) by the author.

The book extensively references old classical books on the politics of Shariah. There are many passages quoted from ancient books such as Mawardi ‘Al-Ahkam al-Sultaniyyah’ of the old classical era or the work of Syrian professor Wahbah al-Zuhayli in his contemporary books like ‘Alfiqah al-Islami Wa addilat’. Similar quotes have been taken from the books of Fatawa (religious decrees) and Tafaseer (exegesis of the Quran). This is the reason why most of the topics and the structures in the book especially on politics are archaic.

The general discussions within the book are related to the same political structures that existed during the era of the Caliphs and later Sultans (Muslim rulers) of the Muslim world. Topics explored include the concepts of Imamate and Khilafat, their objectives, and the implementation of Shariah. The book also discusses historical methods for selecting caliphs and rulers, including the use of force, which the author argues may be justifiable under certain conditions.

There have been many methods in Islamic history regarding the selection of Imam or Ruler. All of them have been described in the book. One method has also been about using force to acquire power.

The author has concluded that if the conditions of Imamate are found in the ruler, then it matters little if he establishes his rule through the use of force.
Regarding democratic methods of election, the book deems them un-Islamic and illegitimate due to perceived biases related to race, culture, class, and the competitive nature of elections, which the author believes weakens the Muslim community. The author lamented democracy for affording equal voting rights to all, including women, men, believers, infidels, the ignorant, and the wise, contrary to Shariah principles. He further asserted that democracy leads to the wastage of wealth and resources, false promises, fraud, bribery, and other moral crimes in the quest for power.

Referring to the classical treatises on political jurisprudence, the author reaffirmed that the main duty and responsibility of the ruler is to protect religion, establish justice, collect taxes and charity, protect the border, and prepare the army. He cannot be removed from power without reason as long as he is performing his duties properly. Only if he becomes an apostate then his guardianship will not remain on Muslims, he argued.

On the topic of education, the book promotes religious education as a primary goal for both men and women, with a preference for religious knowledge over worldly education, which is seen as a necessity. However, It outlines conditions for women’s education, advocating for education at home by family members, such as parents, siblings, or husbands, or only taught by women if they had to go outside of their home, emphasizing a complete veil and not wearing perfume or embellished dress. Besides religious education, the book recommends women opt for medicine, sewing, and embroidery. Apart from this, there is no need to learn for example engineering or other technical or social sciences. It considers co-education as explicitly forbidden.

However, the book lacks comprehensive discussions on contemporary topics such as the nation-state and foreign affairs. It emphasizes the need to continue jihad even after the American withdrawal from the country. The book takes a harder stance on religious matters, particularly emphasizing the implementation of Hanafi interpretations in all aspects of legal, jurisprudential, social, educational, governance, and judicial matters. It even advises punishment for those who leave the Hanafi faith.

The book recommends against having a separate judicial system or departments for non-Muslim minorities, asserting that such a move would weaken the authority of the Islamic emirate and allow un-Islamic affairs and laws to persist.

The book, in essence, does not provide a comprehensive examination of the political system, especially its contemporary details and complexities. Instead, it primarily consists of a compilation of quotations and focuses on ancient l political frameworks, terminologies, and associated specifics.

It’s important to note that while Mullah Haibatullah, Taliban’s supreme commander, endorsed and praised the book, it is not an official document, and not all Taliban leaders, may agree with all its recommendations. Notably, there are instances where prominent Taliban figures, such as Deputy Minister of Foreign Affairs Abbas Stanekzai and Interior Minister Siraj Haqqani, have voiced support for girls’ education, highlighting the presence of diverse perspectives among Taliban and other religious leaders. In a notable historical context, when the Taliban regime imposed a ban on girls’ education in Afghanistan in 1998, it is important to note that Darul Uloom Haqqania, the educational institution from which many Taliban leaders, including Mullah Abdul Hakim Haqqani, graduated, openly criticized and opposed this decision.

This diversity of opinion within the Taliban and among religious leaders underscores the complexity of the situation. Ultimately, the trajectory the country takes in the coming days will be shaped by the dynamics of power and the interplay of these differing viewpoints.

Strengthening Bilateral Ties through Exchange Program: IRCRA’ visit to Indonesian Embassy

Islamabad, 21 August 2023: IRCRA team visited Indonesian embassy in Islamabad and met with Ambassador Adam M. Tugio to discuss IRCRA’ Religious Diplomacy Forum’s proposed Exchange Program with Indonesia. IRCRA team was comprised of its president Mr. Muhammad Israr Madani, director Mr. Rashad Bukhari and program manager Ms. Bushra Ali.  

 

The discussions centered on the collaborative prospects between religious and educational institutions from both countries through an exchange program. It was tentatively agreed that a delegation of Pakistani religious-political leaders, educationists, scholars and civil society activists organized by IRCRA’ Religious Diplomacy Forum in Pakistan will visit Indonesia in November this year and meet with their counterparts representing democratic and government institutions, universities, madrasahs and other relevant authorities. This envisioned exchange visit would facilitate the sharing of insights and best practices to enrich the democratic discourse that underpins the cultural, religious, and social landscapes of both nations.

 

The exchange program aims to support democratic practices and traditions through the lens of Islam and the contemporary world. By uniting scholars, educators, and thought leaders, Pakistan and Indonesia aspire to tap into each other’s reservoir of knowledge and experience. The exchange promises to be a two-way learning channel, bridging diverse perspectives and allowing for a more nuanced understanding of democratic principles.

 

In the global landscape, where the interaction between religion, education, and democracy is complex and multifaceted, the partnership between Pakistan and Indonesia stands as a testament to the potential for dialogue and collaboration. By bringing together scholars, thinkers, and media influencers, both nations are poised to build bridges of understanding, promote democratic ideals, and pave the way for a more harmonious future.

Australia’ Ambassador to Pakistan visited IRCRA office

Islamabad, 17 August 2023: Mr. Neil Hawkins, the Ambassador of Australia to Pakistan visited IRCRA’ office in Islamabad and shared his thoughts in a meeting with IRCRA’ team about how social cohesion, multiculturalism, promotion of democratic norms, and mutual learning can help countries resolve conflicts and aspire to progress with peace. The Ambassador appreciated IRCRA’ efforts to promote inter and intra faith dialogue, democracy and social cohesion in Pakistan. He also briefly talked about Australia’s approach and expertise in addressing challenges related to religious reconciliation, interfaith dialogue, democracy promotion, women’s empowerment, social cohesion, countering violent extremism, humanitarian law, and fostering peace in conflict-ridden regions.


The ambassador’s visit resonated deeply with IRCRA’s mission to foster an environment of cooperation, tolerance, and inclusivity through research and dialogue on religious matters. The discussions that unfolded during his visit were enlightening and provided fresh perspectives for mutual learning and cooperation.

International Research Council for Religious Affairs (IRCRA) in collaboration with the Council of Islamic Ideology (CII) and with the financial support of National Endowment for Democracy (NED) successfully completed the project titled; “Engaging Religious Media, Academia and Muslim Democrats on Islam and Democracy” to support democratic transition in the Muslim World. IRCRA successfully managed to educate & increased the understanding of the participants on democracy and democratic principles and engaged more than the targeted number of participants from religious media, editors, academia and social activities under different activities.

 

IRCRA established a group of prominent people working in their respective fields to strengthen democratic narratives, particularly on tolerance and pluralism. The overall positive impact of the follow-up activities included publications, videos being produced, interactive dialogue sessions in comminutes regarding democratic values and processes.

✅ Development of a Research Report highlighting anti-democratic discourse & trends in religious publications/selected magazines. Completed in earlier third quarter.

✅ Conducted three (03) Capacity Building Workshops for Religious media and Academia.

✅ Development & Publishing of 1000 copies of Introductory brochure on understanding and transformation of Muslim Democrats and Exchange Program.

IRCRA established the Af-Pak Women’s Association (APWA) to foster leadership among Afghan women and girls displaced by the recent situation in Afghanistan. IRCRA sponsored a one-day seminar with displaced Afghan women and girls to address their challenges in the host country. Mr. Israr Madani, president of IRCRA, informed the audience on the organization’s efforts to build links between Afghan and Pakistani citizens.

During the conversation, displaced Afghan women urged Pakistani civil society organisations to help them achieve socio-economic stability in the host country. They stated that Afghan women and girls in refugee camps had limited access to school and little opportunities to further their education. As a result of being displaced from their homes, the women face a variety of health issues, including despair. Scholarships for Afghan female students who desire to continue their studies are also in high demand.
